The free energy principle is notoriously difficult to understand. In this paper, we relate the principle to a framework that philosophers of biology are familiar with: Ruth Millikan’s teleosemantics. We argue that: systems that minimise free energy are systems with a proper function; and Karl Friston’s notion of implicit modelling can be understood in terms of Millikan’s notion of mapping relations. Our analysis reveals some surprising formal similarities between the two frameworks, and suggests interesting lines of future research. Over the last fifteen years, an ambitious explanatory framework has been proposed to unify explanations across biology and cognitive science. Active inference, whose most famous tenet is the free energy principle, has inspired excitement and confusion in equal measure. Here, we lay the ground for proper critical analysis of active inference, in three ways. First, we give simplified versions of its core mathematical models. Second, we outline the historical development of active inference and its relationship to other theoretical approaches. Hutto and Myin claim that teleosemantics cannot account for mental content. In their view, teleosemantics accounts for a poorer kind of relation between cognitive states and the world but lacks the theoretical tools to account for a richer kind. We show that their objection imposes two criteria on theories of content: a truth-evaluable criterion and an intensionality criterion. For the objection to go through, teleosemantics must be subject to both these criteria and must fail to satisfy them. We argue that (...) teleosemantics meets the truth-evaluable criterion and is not required to meet the intensionality criterion. We conclude that Hutto and Myin’s objection fails. (shrink)

Evoke is a Python library for evolutionary simulations of signalling games. It offers a simple and intuitive API that can be used to analyze arbitrary game-theoretic models, and to easily reproduce and customize well-known results and figures from the literature.

This paper aims to establish several interconnected points. First, a particular interpretation of the mathematical definition of information, known as the causal interpretation, is supported largely by misunderstandings of the engineering context from which it was taken. A better interpretation, which makes the definition and quantification of information relative to the function of its user, is outlined. The first half of the paper is given over to introducing communication theory and its competing interpretations. The second half explores three consequences of (...) the main thesis. First, a popular claim that the quantification of information in a signal is irrelevant for the meaning of that signal is exposed as fallacious. Second, a popular distinction between causal and semantic information is shown to be misleading, and I argue it should be replaced with a related distinction between natural and intentional signs. Finally, I argue that recent empirical work from microbiology and cognitive science drawing on resources of mathematical communication theory is best interpreted by the functional account. Overall, a functional approach is shown to be both theoretically and empirically well-supported. (shrink)

The goal of this paper is to show that the information carried by a structural representation can be decomposed into the information carried by its component parts. In particular, the relations between the components of a structural representation carry quantifiable information about the relations between components of their signifieds. It follows that the information carried by cognitive structural representations, including cognitive maps, can in principle be quantified and decomposed. This is perhaps surprising given that the formal tools of communication theory (...) have typically only been applied to simpler representation-like states without significant structure, such as detectors or indicators. In the final section I consider using computational complexity theory to capture the processing advantages afforded by structural representation. (shrink)

In November 2022, OpenAI released ChatGPT, an incredibly sophisticated chatbot. Its capability is astonishing: as well as conversing with human interlocutors, it can answer questions about history, explain almost anything you might think to ask it, and write poetry. This level of achievement has provoked interest in questions about whether a chatbot might have something similar to human intelligence or even consciousness. Given that the function of a chatbot is to process linguistic input and produce linguistic output, we consider the (...) question whether a sophisticated chatbot might have inner speech. That is: Might it talk to itself, internally? We explored this via a conversation with ‘Playground’, a chatbot which is very similar to ChatGPT but more flexible in certain respects. We asked it questions which, plausibly, can only be answered if one first produces some inner speech. Here, we present our findings and discuss their philosophical significance. (shrink)

This article establishes grounds on which attributions of information and encoding in animal signals are warranted. As common interest increases between evolutionary agents, the theoretical approach best suited to describing their interaction shifts from evolutionary game theory to communication theory, which warrants informational language. The take-home positive message is that in cooperative settings, signals can appropriately be described as transmitting encoded information, regardless of the cognitive powers of signalers. The canonical example is the honeybee waggle dance, which is discussed extensively (...) in the second and third sections. The take-home negative message is that signals are not always a consequence of coadaptation. The communication theory approach is just one end of a continuum explored more thoroughly by evolutionary game theory. The fourth and fifth sections explore this wider framework, as well as overturning some widely held misconceptions about information theory. (shrink)

Prominent views about representation share a premise: that mathematical communication theory is blind to representational content. Here I challenge that premise by rejecting two common misconceptions: that Claude Shannon said that the meanings of signals are irrelevant for communication theory (he didn't and they aren't), and that since correlational measures can't distinguish representations from natural signs, communication theory can't distinguish them either (the premise is true but the conclusion is false; no valid argument can link them).

We propose a pluralist account of content for predictive processing systems. Our pluralism combines Millikan's teleosemantics with existing structural resemblance accounts. The paper has two goals. First, we outline how a teleosemantic treatment of signal passing in predictive processing systems would work, and how it integrates with structural resemblance accounts. We show that the core explanatory motivations and conceptual machinery of teleosemantics and predictive processing mesh together well. Second, we argue this pluralist approach expands the range of empirical cases to (...) which the predictive processing framework might be successfully applied. This is because our pluralism is practice-oriented. A range of different notions of content are used in the cognitive sciences to explain behaviour, and some of these cases look to employ teleosemantic notions. As a result, our pluralism gives predictive processing the scope to cover these cases. (shrink)

With the tertiary education mantra of creativity, critical thinking and innovation in mind, we consider the critical-creativity of error. Taking the university to model social orthography, or ‘correct writing’, according to the norms of disciplines, we consider the role of error in the classroom. Looked at another way, error questions the norms governing norms and the instability of disciplinary grounds. Beyond correction, error involves a mis-taking, or taking another way. Tracing the origin of error we are able to reconstruct the (...) social world in terms of which it is conceivable for a mistake of any kind to have been made. The university, we find, withholds worlds which are not new but are sources of creativity, and constitutes a pluriversity or poly-versity. (shrink)

The constructivist position, that mystical experiences are determined by the experiencer's cultural context, is now more prevalent among scholars of religion than the perennialist position, which maintains that mystical experiences have a common core that is cross-culturally universal. In large part, this is due to the efforts of Wayne Proudfoot in his widely accepted book, Religious Experience.In this article, I identify some significant unresolved issues in Proudfoot's defence of constructivism. William James argued for a philosophy of democracy and pluralism that advocates individual and collective responsibility for our social arrangements, our morality, and our religion. In James' view, democracy resides first and foremost not in governmental institutions or in procedures such as voting, but rather in the characteristics of individuals, and in qualities of mind and conduct. It is a philosophy for social change, counselling action and hope despite the manifold challenges facing democratic politics, and these issues still resonate strongly (...) today. In this reply to Kent Brintnall's response to my essay on Georges Bataille and the ethics of ecstasy, I explore two primary questions: whether instrumentalization is inherently violent and non-instrumentalization is inherently non-violent, and whether there is a way to intervene in the world that avoids both “apathetic disengagement” and domination. I endorse the view that instrumentalization can be good as well as bad, and I suggest that it is possible to strive to intervene in the world without striving to (...) master it. I make reference to Sarah Coakley as a Christian theologian who advances particular practices that aim for non-dominating intervention in theworld. (shrink)

Georges Bataille agrees with numerous Christian mystics that there is ethical and religious value in meditating upon, and having ecstatic episodes in response to, imagery of violent death. For Christians, the crucified Christ is the focus of contemplative efforts. Bataille employs photographic imagery of a more-recent victim of torture and execution. In this essay, while engaging with Amy Hollywood's interpretation of Bataille in Sensible Ecstasy, I show that, unlike the Christian mystics who influence him, Bataille strives to divorce himself from (...) any moral authority external to the ecstatic episode itself. I argue that in his attempt to remove external authority he abandons the only resources that could possibly protect his mystical contemplation from engendering sadistic attitudes. (shrink)

William James is famous for his investigations of the “Varieties of Religious Experience” in which people encounter (what they take to be) the divine. But in his essay, “On a Certain Blindness in Human Beings,” his interest is in our experiences, not of anything purportedly supernatural, but of one another. He thinks we need to cultivate the capacity to apprehend the intrinsic value of others, even and especially of strangers. We do so in experiences of the wonder and beauty of (...) our fellow citizens, and of our harmony with them. Democratic societies require a sense of attraction to one another’s form of life if they are to inspire shared commitments to public goods. Whereas we shouldn’t reject the political significance of aversion, contestation, and dissonance, these negative attitudes do not suffice. Sustaining democratic engagement requires attractive attitudes, and among these are the wonder, beauty, and harmony that James promotes. (shrink)

It describes basic components of the model, explains some of the terms used by the active networking community, and provides the reader with taxonomy of the research being conducted at the time this book was written. Current efforts are classified based on typical research areas such as mobility, security, and management. The intent is to introduce the serious reader to the background regarding some of the models adopted by the community, to outline outstanding issues concerning active networking, and to provide a snapshot of the fast-changing landscape in active networking research. Management is a very important issue in active networks because of its open nature. The latter half of the book explains the architectural concepts of a model for managing active networks and the motivation for a reference model that addresses limitations of the current network management framework by leveraging the powerful features of active networking to develop an integrated framework. This research concentrates on the design and analysis of an algorithm referred to as Virtual Network Configuration (VNC) which uses predicted future states of a system for faster network configuration and management. VNC is applied to the configuration of a wireless mobile ATM network. VNC is built on techniques from parallel discrete event simulation merged with constraints from real-time systems and applied to mobile ATM configuration and handoff. Configuration in a mobile network is a dynamic and continuous process. Factors such (...) as load, distance, capacity and topology are all constantly changing in a mobile environment. The VNC algorithm anticipates configuration changes and speeds the reconfiguration process by pre-computing and caching results. VNC propagates local prediction results throughout the VNC enhanced system. The Global Positioning System is an enabling technology for the use of VNC in mobile networks because it provides location information and accurate time for each node. This research has resulted in well defined structures for the encapsulation of physical processes within Logical Processes and a generic library for enhancing a system with VNC. Enhancing an existing system with VNC is straight forward assuming the existing physical processes do not have side effects. The benefit of prediction is gained at the cost of additional traffic and processing. This research includes an analysis of VNC and suggestions for optimization of the VNC algorithm and its parameters. (shrink)

This book review essay summarizes the key arguments of Kevin Schilbrack’s Philosophy and the Study of Religions: A Manifesto and offers two critical responses.

The goal of this paper is to define and analyze systems which exhibit brittle behavior. This behavior is characterized by a sudden and steep decline in performance as the system approaches the limits of tolerance. This can be due to input parameters which exceed a specified input, or environmental conditions which exceed specified operating boundaries. An analogy is made between brittle commmunication systems in particular and materials science.

Wireless ad hoc communication on the nanoscale will require thinking outside of the traditional radio spectrum. New applications will utilize new forms of wireless communication channels. For example, nanoscale communication will enable precise mechanisms for directly interacting with cells in vivo. Information may be sent to and from specific cells within the body, allowing detection and healing of diseases on the cellular scale. From a medical standpoint, the use of current wireless techniques to communicate with implants is unacceptable for many (...) reasons, including bulky size, inability to use magnetic resonance imaging after implantation, potential radiation damage, surgical invasiveness, need to recharge/replace power, post-operative pain and long recovery times, and reduced quality of life for the patient. Better, more humane in vivo implant communication is needed. Development of both biological and engineered nanomachines is progressing; such machines will need to communicate [1]. Unfortunately, networking vast collections of nanoscale sensors and robots using current techniques, including wireless techniques, is not possible without communication mechanisms that exceed nanoscale volumes. In an age in which anthropocentrism is increasingly under fire, the investment of the artistic tradition in that paradigm deserves particular attention. Portraiture is especially significant, as it seems to be the anthropocentric art form par excellence. It seems to reinforce key features of anthropocentrism: the distinction of the human from the nonhuman and the superiority of the former over the latter. We can pursue these questions most effectively if we distinguish descriptive (“weak”) anthropocentrism from normative (“strong”) anthropocentrism. The former (...) involves some sort of focus on humans, the latter combines this with claims about their superiority over the nonhuman. Certain works by influential portraitists, such as Pablo Picasso, Frida Kahlo, and Ana Mendieta, contest both weak and strong anthropocentrism. Other portraits seem to be involved in weak anthropocentrism, but not necessarily strong anthropocentrism. Considering the artwork of Alice Neel and the philosophy of Judith Butler, I argue that such works have an important ethical role to play in orienting us in our relationships with humans, precisely in resisting strong anthropocentrism even in expressing weak anthropocentrism. This paper examines flexibility in ad hoc networks and suggests that, even with cross-layer design as a mechanism to improve adaptation, a fundamental limitation exists in the ability of a single optimization function, defined a priori, to adapt the network to meet all quality-of-service requirements. Thus, code implementing multiple algorithms will have to be positioned within the network. Active networking and programmable networking enable unprecedented autonomy and flexibility for ad hoc communication networks. However, in order to best leverage the results (...) of active and programmable networking, metrics that indicate the nature and location of required flexibility need to be developed. The primary contribution of this paper is to propose a metric that couples network topological rate of change with the ability of a generic service to move itself to an optimal location in concert with the changing network. This metric points to a fundamental tradeoff among adaptation (changing service location), performance (sophistication or estimated minimum code size of the service), and the network’s ability to tune itself to a changing ad hoc network topology. Moral horror is an extreme emotional response to that which violates things we regard as sacred. In Robert Merrihew Adams's view, horror is a response to badness and not to wrongness, and so one could properly regard some actions as horrible but not wrong. In contrast, I argue that horror, when directed toward actions, is only appropriate for wrong actions. The reason is that horror involves moral disgust, and agents who committed a horrible action would have self-disgust, that is, they (...) would be repulsive to themselves. I argue, with reference to killing in combat and in self-defense, that those who have done no wrong should not be in such a state. (shrink)

A data provenance framework is subject to security threats and risks, which increase the uncertainty, or lack of trust, in provenance information. Information assurance is challenged by incomplete information; one cannot exhaustively characterize all threats or all vulnerabilities. One technique that specifically incorporates a probabilistic notion of uncertainty is subjective logic. Subjective logic allows belief and uncertainty, due to incomplete information, to be specified and operated upon in a coherent manner. A mapping from the standard definition of information assurance to (...) a more quantitative subjective logic framework is suggested with a focus on the specific application of data provenance. Finally, specific consideration is given to the notion of uncertainty within subjective logic and its relation to information entropy. Information entropy is an alternative measure of uncertainty and a fundamental relationship is hypothesized between uncertainty in subjective logic and entropy. (shrink)

A fundamental understanding of gain provided by motion prediction in wireless ad hoc routing is currently lacking. This paper examines benefits in routing obtainable via prediction. A theoretical best-case non-predictive routing model is quantified in terms of both message overhead and update time for non-predictive routing. This best- case model of existing routing performance is compared with predictive routing. Several specific instances of predictive improvements in routing are examined. presents a puzzle as to whether Aristotle views morally virtuous activity as happiness, as book 1 seems to indicate, or philosophical contemplation as happiness, as book 10 seems to indicate. The most influential attempts to resolve this issue have been either monistic or inclusivist. According to the monists, happiness consists exclusively of contemplation. According to the inclusivists, contemplation is one constituent of happiness, but morally virtuous activity is another. In this essay I will examine influential defenses of monism. Finding these (...) accounts superior to inclusivism, but still deficient, I will present and defend a dualistic account of happiness in which two different types of happiness, one divine and one human, are present in Nicomachean Ethics. When Aristotle commends contemplation as a happiness that humans can attain, he is careful to specify that this activity corresponds to a capacity (nous) that is not, properly speaking, human, even though humans can exercise it. Contemplation, the divine good, is the highest good that humans can obtain, but it is not the characteristic human good. The characteristic human good corresponds to the specifically and merely human function, which is an activity of the compound of human reason and emotions. (shrink)

This paper presents the architecture and initial feasibility results of a proto-type communication network that utilizes genetic programming to evolve services and protocols as part of network operation. The network evolves responses to environmental conditions in a manner that could not be preprogrammed within legacy network nodes a priori. A priori in this case means before network operation has begun. Genetic material is exchanged, loaded, and run dynamically within an active network. The transfer and execution of code in support of (...) the evolution of network protocols and services would not be possible without the active network environment. Rapid generation of network service code occurs via a genetic programming paradigm. Complexity and Algorithmic Information Theory play a key role in understanding and guiding code evolution within the network. (shrink)

The terms deconstruction and différence are central to both Jacques Derrida's work and to poststructuralism generally. These terms attempt to provide an alternative to metaphysical construals of linguistic meaning. I compare Derrida's discussion of linguistic meaning and reference with the contemporary pragmatist, Robert Brandom, arguing that Brandom has important similarities to Derrida. However, whereas Derrida remains committed to metaphysics even as he tries to contest it, Brandom, to his credit, more thoroughly rejects metaphysics.

There is a trend toward the use of predictive systems in communications networks. At the systems and network management level predictive capabilities are focused on anticipating network faults and performance degradation. Simultaneously, mobile communication networks are being developed with predictive location and tracking mechanisms. The interactions and synergies between these systems present a new set of problems. A new predictive network management framework is developed and examined. The interaction between a predictive mobile network and the proposed network management system is (...) discussed.
